Explanation
Ordinance 1392-2002 authorized the purchase and three years of hardware and software support services for the HP9000 database server, a high-end platform mainframe server that handles the critical business applications for the Franklin County Municipal Court case management system. Pursuant to this ordinance, the Clerk purchased equipment from OmniTec, Inc. The software support services aspect of this contract expired on November 7, 2005. Because the Clerk's Office experienced significant computer network problems, OmniTec provided emergency support services beyond the expiration date of the original agreement. In order to provide the necessary compensation to OmniTech and to provide for short term software support services until such time as the contract can be rebid, the Clerk is seeking approval to enter into a 3 month agreement with OmniTech and to waive competitive bidding.
Emergency Designation: This ordinance is being submitted as an emergency measure so that OmniTec can be compensated for services already provided and so that no interruption in necessary support services occurs.
Fiscal Impact: $27,000 is available within the Municipal Court Clerk's computer fund budget.
