Explanation
Need: To authorize and direct the Director of Public Safety to enter into an agreement with the Director of Highway Safety, State of Ohio, for the Division of Police, for the leasing of LEADS interface. The leasing of the terminals will enable the Division of Police to participate in the Law Enforcement Automated Data System (LEADS). This expenditure is included in the Police budget as an operating expense.
Bid Information: This was not competitively bid because the State of Ohio owns the system.

Emergency Designation: Emergency legislation is requested in order to pay the March 1st, 2008 lease payment.
FISCAL IMPACT:
$62,000.00 is budgeted for this expenditure in the General Fund. In addition the cost of LEADS has increased to $5,163.00 per month; the old lease rate was $3,932.38. The Division encumbered ED034078 in the amount of $12,000.00 in 2007 and had $35,209.42 in 2006 which carried over for payments in 2007.

WHEREAS, pursuant to Ordinance #414-74, passed by City Council on March 18, 1974, as amended, the City of Columbus entered into contract with the Director of Highway Safety, to participate in the Law Enforcement Automated Data System; and
WHEREAS, it is in the best interest of the City of Columbus, Division of Police, to continue participation in this Law Enforcement Automated Data System; and
WHEREAS, the monies presently remaining on the contract will become exhausted with the February 1, 2008 payment; and
