Explanation
BACKGROUND:
This ordinance authorizes the Department of Public Safety to enter into contract with Crosswalk, Inc. for the Crosswalk to Care program. The Division of Fire sought requests for statement of qualifications from potential vendors for referral line services to enhance 911 call taking operations that feature the capability to transfer non-emergency medical calls to a dedicated, contracted medical triage line. The purpose of this service is to efficiently and effectively link a patient to the most appropriate resource to address the patient’s need when EMS or an emergency department are not the most appropriate resource. Two proposals were received in response to RFQ030663 by the bid closing date. The evaluation committee determined that Crosswalk, Inc. was the most qualified bidder. It is now necessary for the Director of the Department of Public Safety to enter into contract with Crosswalk, Inc. for the Crosswalk to Care program

WHEREAS, a mission of the Division of Fire is to minimize injury, death, and suffering by providing timely and effective emergency medical service; and
WHEREAS, the Division of Fire has identified that certain patients request EMS for non-emergency medical reasons; and
WHEREAS, a referral service for non-emergency medical patients will enhance and improve medical care and efficiently align resources with the patient’s needs; and
WHEREAS, it is necessary in the usually daily operation of the Department of Public Safety to authorize the Director of Public Safety to enter into contract with Crosswalk, Inc. for these services; NOW, THEREFORE,
