Explanation

BACKGROUND: For the option to purchase Firefighter's Protective Gloves for the Division of Fire. The term of the proposed option contract would be from the date of execution through July 01, 2008 with the option to extend for one additional year.

The Purchasing Office solicited 143 vendors for the purchase of Firefighter's Protective Gloves (SA001772). Of those solicited, 6 had certified MBE status and 2 had certified FBE status. The formal bid opened October 6, 2005. There were thirteen proposals received (MBE: 0; FBE: 0). All proposals were deemed non-responsive for not meeting various requirements of the specifications. The Division of Fire, the largest user, requested that SA001772 be cancelled. Upon evaluation of the bids submitted, the Division of Fire requested that the bid from The Fire House be considered on an informal basis and a contract be established.

The Purchasing Office is recommending award of a contract to the lowest responsible and best bid:

Estimated Annual Expenditure: $60,000.00

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search. This ordinance is being submitted as an emergency because, without emergency action, no less than 37 days will be added to this procurement cycle and the efficient delivery of valuable public services will be slowed.

FISCAL IMPACT: Funding to establish this option contract is budgeted in the Purchasing Contract Account. The Division of Fire will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.
