Title: To authorize the Director of Finance and Management to associate all General Budget reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for ten light duty vehicles for the Department of Public Service with George Byers Sons; to authorize the expenditure of up to $505,245.00 from the Municipal Motor Vehicle Tax Fund; and to declare an emergency. Explanation
1. BACKGROUND
The Department of Public Service, Division of Infrastructure Management is responsible for transportation services and provides services including maintaining roadways and other right-of-way infrastructure and treating the roadways for snow and ice. The division has identified nine light duty trucks that need to be replaced due to age and condition. The City has a multiple year Universal Term Contract for these vehicles with George Byers Sons, Inc.

The Director of Finance and Management is hereby authorized to associate all General Budget Reservations resulting from this ordinance with the Universal Term Contract for light duty trucks for the Department of Public Service, Division of Infrastructure Management.

The following Purchase Agreement association requires approval by City Council in order for the Division to expend more than $100,000.00, per 329.19(g):

Geo Byers Sons Holding, Inc., PA004790, Light Duty Trucks, expires 6/30/2024.

2. CONTRACT COMPLIANCE INFORMATION
The contract compliance number for George Byers Sons, Inc. is CC006008 and expires 3/13/2026.

3. FISCAL IMPACT
This is a budgeted expense within the Municipal Motor Vehicle Tax Fund, Fund 2266. Funds are appropriated.

4. MINORITY AND WOMAN OWNED BUSINESS ENTERPRISE & SMALL LOCAL BUSINESS ENTERPRISE PROGRAM
These expenditures are being made from a Universal Term Contract established for use by the City’s Purchasing Office and as such does not require MWBE goals to be established.

5. EMERGENCY DESIGNATION
The department requests emergency designation for this legislation so that the equipment can be ordered, built and be available for winter operations and street maintenance as quickly as possible.
