Title: To authorize the Executive Director of the Office of CelebrateOne to transfer cash and appropriation of $193,569.54 within the Ohio Department of Medicaid Enhanced Maternal Health Program, to transfer the appropriation of $12,590.32 from within the Ohio Department of Medicaid Enhanced Maternal Health Program, to reallocate $145,506.87 within the Ohio Department of Medicaid Enhanced Maternal Health Program Grant within the Government Grant Fund; to authorize not-for-profit contract with the new sub-grantee Action for Children for the Enhanced Maternal Health Program in Columbus and Central Ohio; and expenditure of up to $145,506.87 from the Government Grant Fund; and to declare an emergency. Explanation

BACKGROUND: In July 2022, the Office of CelebrateOne was awarded a grant from the Ohio Department of Medicaid which is administered by the State’s Managed Care Plans for the 2022-2024 Grant cycle. The grant acceptance and sub-grantee awards were legislated with Ordinance 1723-2022. The Grant was then extended by Ordinance 2102-2024, adding two new sub-grantees and again by Ordinance 0480-2025. Of the remaining appropriation, CelebrateOne, with approval of the Ohio Department of Medicaid requests to realign the remaining grant funding from these ordinances.

The Ohio Department of Medicaid has awarded this grant to the Office of CelebrateOne at the City of Columbus to coordinate the Enhanced Maternal Health Program in Franklin County. CelebrateOne has been designated as the primary grantee organization and administrator for this grant in Franklin County. The original ordinance (Ord. 1723-2022) established twelve (12) contracts with community partners and the extensions added two (2) more, for a total of fourteen (14) sub grantees. At grant end, there was a remainder of funds that ODM has approved to be reallocated to Action for Children to provide dyadic infant/maternal health programs.

EMERGENCY ACTION is requested at this time in order to meet grant deliverable deadlines and provide time-sensitive dyadic infant/maternal mental health services to pregnant and parenting families within Columbus.

FISCAL IMPACT: This ordinance authorizes the reallocation of funding originally appropriated (Ord. 1723-2022 and extended with Ord. 2102-2024 and with Ord. 0480-2025) within the General Government Grant Fund #2220. $145,506.87 of the remaining funds of the extended $2,260,000.00 allocated will be reallocated in order to provide the funding to the new sub-grantee/community partner to serve more pregnant and parenting families.
