Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Service to enter into a professional engineering services contract with Glaus, Pyle, Schomer, Burns & Dehaven, Inc. (GPD Group), for the Bridge and Trail Improvements - West Fifth Avenue from McKinley Avenue to Dublin Road project.
This project involves preliminary and final engineering for a wider Fifth Avenue bridge over the Scioto River and an extension of the Scioto Trail between Dublin Road and McKinley Avenue. In addition to the above improvements, incidental or complete street improvements will be required or considered. These include the following: pavement, curb and gutter, curb ramps, sidewalk, street lighting, street trees, public and private utility work as needed, and stormwater improvements.
This is a joint project between the Department of Public Service and the Department of Recreation and Parks that will receive construction funding from ODOT Municipal Bridge Program and MORPC Transportation Enhancements. The ODOT designated name for this project is FRA-Scioto Trail/Fifth Avenue Connector (PID 90382).
Design will proceed in two parts with Part 1 consisting of preliminary engineering, geotechnical investigation, surveying, and preliminary environmental investigations. The specific scope of work for Part 2 will be developed upon completion of Part 1 and will generally consist of final engineering, environmental clearance, and construction plan production.
16 ADA ramps will be added or reconstructed in this project. There are 6 bus stops and transit routes within the limits of this project. This project complies with the recommendation of the Pedestrian Thoroughfare Plan because the project will utilize the PTP for guidance in determining improvements. Pedestrian generators and destinations impacting the proposed project include large multi-family residential apartment complexes (Runaway Bay and the Quarry) and several office buildings.
