Explanation
This legislation transfers a total of $900,000.00 from Object Level 1 06 to Object Level 1 02 within the Sewerage System Operating Fund 650. The need to transfer funding within the operating budget was identified in the second quarter budget review. The transfer is requested to cover anticipated expenses for heating oil for heating buildings at the Jackson Pike Wastewater Treatment Plant and Southerly Wastewater Treatment Plant and replacement parts to be purchased for equipment at the various locations within the Division of Sewerage and Drainage. The volume of heating oil use is projected to be greater than anticipated and the cost of oil is higher than projected. The requested transfer will allow the division to contract for fuel sufficient to cover heating costs through the winter at the wastewater treatment plants.
This legislation is requested to be an emergency so that funding will be made available as soon as possible so as not to have any break in procurement of needed supply of heating oil for the inclement weather and replacement parts for equipment for the Division of Sewerage and Drainage.
FISCAL IMPACT: Sufficient appropriation is available in Object Level 06 for this requested transfer to Object Level 1 02.

WHEREAS, anticipated expenditures for heating oil for the Southerly Wastewater Treatment Plant and Jackson Pike Wastewater Treatment Plant and replacement parts for equipment for various sections of the Division of Sewerage and Drainage within Character 02 necessitates the transfer of funds within the Sewerage System Operating Fund; and,
