Explanation
BACKGROUND: This legislation authorizes modifying the contract for professional engineering services with E.P. Ferris & Associates, Inc.; transferring funds within the Storm Sewer Bond Fund; and amending the 2005 Capital Improvements Budget for the Leland Ditch Stormwater System Improvements Project, which is a part of the Group 10 Open Channel Stormwater System Improvements Projects.
Amount of additional funds to be expended: $20,000.00
Original Contract Amount: $ 392,134.00 (Group 10 total) {$80,240.00 (Leland Ditch's amount)}
Modification #1: $ 35,000.00 (Willow Springs)
Modification #2 : $ 18,000.00 (Leland Ditch)
Modification #3 (current): $ 20,000.00 (Leland Ditch)
Grand Total: $ 465,134.00 (total contract amount for Group 10)
Reasons additional goods/services could not be foreseen:
This modification is needed to reimburse the contractor for work that has been done and will be performed that is beyond the original contract scope of services. In 2004, the original project was split into two phases to allow for redevelopment in the Graceland Shopping Center, (to occur unimpeded by this project) therefore, the need could not have been foreseen. This resulted in additional engineering services by E.P. Ferris & Associates that included preparation of two sets of bid documents instead of the one scoped set, construction engineering services for two construction projects instead of the one scoped project, and plan modifications required to incorporate two construction projects instead of the one scoped project.

The Department of Public Utilities received Statements of Qualifications on December 17, 1997 and E.P. Ferris & Associates was selected based on their high quality proposal, appropriate hours/cost, and positive record of past performance.
