Explanation

1. BACKGROUND: This legislation authorizes the Director of Finance and Management to enter into a construction contract, on behalf of the Office of Construction Management, with Setterlin Building Company, for the CDBG - Facilities Renovation Phase 2 - 2025 project, in the amount of $996,484.760.

Work under this project includes:

· Elevator installation with associated mechanical, electrical, and plumbing upgrades at 89 W. Park Avenue (as part of the Franklinton Community Hub project).

· Installation of a new roof, new exterior stairs, new exterior door and frame, and a series of security cameras at the Church & Community Development For All People (CD4AP) located at 946 Parsons Avenue.

2. CONSTRUCTION CONTRACT AWARD: The project was let by the Office of Construction Management through Vendor Services and Bid Express. Seven hundred twenty-four (724) vendors were solicited.

The Director of Finance and Management publicly opened four (4) bids on May 20, 2026:

Setterlin Building Company’s bid was deemed the lowest, best, most responsive and responsible bid in the amount of $996,484.70. Their Contract Compliance Number is 4372 and expires 4/9/27. They are a Majority-designated vendor.

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Setterlin Building Company.

3. EMERGENCY DESIGNATION: It is requested that this Ordinance be handled in an emergency manner in order to comply with expenditure deadlines for CDBG funding.
