Explanation
BACKGROUND: This legislation authorizes the appropriation of $50,000 and the expenditure of $50,000 to engage the services of Capital South Community Urban Redevelopment Corporation to plan, manage and execute a study of parking in Downtown Columbus. The study will also identify, articulate and recommend practical strategies for making downtown Columbus more competitive through improvements in the availability, value and convenience of downtown parking.
Emergency action is requested to allow the parking study to be initiated and completed in a timely manner.
FISCAL IMPACT: The funding for this contract will come from two different sources, $30,000 from the Jobs Growth Fund and $20,000 from the Neighborhood Economic Development Fund. This legislation authorizes the appropriation of the $50,000 and the expenditure of $50,000.

To authorize the appropriation and expenditure of $30,000 to the Development Department within the Jobs Growth Fund; to authorize the appropriation and expenditure of $20,000 from the Neighborhood Economic Development Fund; to authorize the Director of the Department of Development to enter into an agreement with the Capital South Community Urban Redevelopment Corporation; and to declare an emergency. WHEREAS, the Capital South Community Urban Redevelopment Corporation and the City have determined that a parking study and strategy is needed for future growth in Downtown Columbus; and
WHEREAS, Capital South CURC will plan, manage and execute the study of parking in Downtown Columbus; and
WHEREAS, Jobs Growth funds and Neighborhood Economic Development funds have been budgeted for the Downtown Parking Study; and
WHEREAS, emergency action is necessary to allow the Capital South Community Urban Redevelopment Corporation to initiate the Downtown Parking Study in a timely manner; and
