Explanation
BACKGROUND: The Board of Health has a need to make funds available to
contract with Council On Healthy Mothers and Babies. The Council On Healthy
Mothers and Babies will provide health education/promotional services, support the
Local Health System Action Plan, hold public forums, meetings, committees, prenatal
care committees, and link pregnant women with appropriate providers through
Pregnancy Care Connection (centralized first PNC appointment scheduling system).
The contract period is July 1, 2009 through May 31, 2010. This contract will total an
amount not to exceed $34,049. The Federal ID number is 421546970.
Emergency action is required to ensure the continued operation of the Healthy Start
Program.
FISCAL IMPACT: This contract is entirely funded by a grant from the U.S.
Department of Health and Human Services. The program does not generate revenue
or require a City match. The monies are budgeted in the 2009 Health Department
Grants Fund.

WHEREAS, proposals were formally submitted through the RFP process for health education/promotion services for the Healthy Start grant program; and,
WHEREAS, the bid from the Council On Healthy Mothers and Babies, a local non-profit organization, was determined to be the lowest responsive, responsible bid; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to enter into contract with the Council On Healthy Mothers and Babies for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
