Title: To authorize and direct the Finance Director to enter into a contract for the option to purchase Hydraulic Hose and Hose Fittings with MSC Industrial Supply, to authorize the expenditure of one dollar to establish the contract from the Purchasing/Contract Operation Fund, and to declare an emergency. Explanation

BACKGROUND: For the option to purchase Hydraulic Hose & Hose Fittings for Fleet Management. The term of the proposal option contract would be two (2) years with a provision for a one-year extension. Contract period is through May 31, 2007. The Purchasing Office opened formal bids on March 3, 2005.

The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06 (Solicitation No. SA-001550 GRW). Fifty-nine (MAJ:59, MBE:1, FBE:1) bids were solicited; five (MAJ:5, MBE:0) bids were received.

The Purchasing Office is recommending award of a contract to the lowest, responsive, responsible and best bidder:

MSC Industrial Supply, MAJ, CC#135526506, $50,000.00
Total Estimated Annual Expenditure: $50,000.00

This company is not debarred according to the Federal Excluded Parties Listing or the State Auditor's Findings For Recovery Database.

This ordinance is being submitted as an emergency because, without emergency action, no less than 37 days will be added to this procurement cycle and the efficient delivery of valuable public services will be slowed.

FISCAL IMPACT: Funding to establish this option contract is budgeted in the Purchasing Contract Account. Fleet Management will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.
