Explanation
1. BACKGROUND
The City of Columbus, Department of Public Service in engaged in the Intersection Improvements - Refugee Road at Hines Road project. This project consists of installing a new railroad coordinated traffic signal and make improvements to the north and west approaches of the intersection of Refugee Road and Hines Road to add left turn lanes. Curb, walk and a shared use path will be added on Refugee Road west of the intersection. Curb and walk will be added on the west side of Hines Road north of the intersection. The project will also install curb ramps, lighting, a stormwater basin, and storm sewer as needed.
A portion of real property owned by the City of Columbus known as Refugee Road (between Hines Road and the Railroad Tracks on the south side of Refugee Road), Franklin County Parcel Numbers 530-193324, needs to be converted to and dedicated as right-of-way for roadway purpose to accommodate the improvements contemplated by this project. Current plans indicate a 0.606 acre will need to be converted and dedicated for this purpose, to dedicate the property as road right-of-way and name the road right-of-way as Refugee Road and Hines Road.
This ordinance permits the City to convert and dedicate the property as road right-of-way and name the road right-of-way as Refugee Road and Hines Road.

Current plans indicate a 0.679 acre will need to be converted and dedicated for this purpose, to dedicate the property as road right-of-way and name the road right-of-way as Refugee Road.
