Explanation
BACKGROUND: Need. This legislation authorizes the Director of Public Utilities to enter into an agreement with M E Companies for professional engineering services for the Canyon Drive/Glenmont Avenue Area Stormwater System Improvements Project. This project has been developed to mitigate frequent street and yard flooding along Glenmont Avenue, Canyon Drive and Yaronia Drive in the Overbrook Ravine Area.
Bid Information. The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329.11, "Awarding professional service contracts through requests for statements of qualifications." A notice of Request for Statements of Qualifications appeared in the City Bulletin on February 22 and March 1, 2003. Statements of Qualifications were received on March 7, 2003. Forty-seven consultants submitted Statements of Qualifications. Three consultants were selected to submit technical proposals for this project. All three consultants submitted these technical proposals on July 3, 2003.
Upon review of the Statements of Qualifications and technical proposals, the offerors have been ranked using criteria specified in City Code, and other criteria, specifically: competence of the offeror to perform the service, past performance of the offeror, cost evaluation, the feasibility/quality of the proposed project approach, location of the office to perform the work, familiarity with local project requirements, ability to perform expeditiously, and contracted backlog of work with the Division.
Based upon these criteria, M E Companies was selected as the highest-ranked offeror.
