Explanation

BACKGROUND

This ordinance authorizes the Director of the Department of Development to enter into a grant agreement with CHP Homeport Homes, LLC, for the development of 24 single family affordable homes in the American Addition neighborhood in an amount up to $2,500,000.00. The City’s total commitment to this project is $5,000,000.00 and legislation for the remaining $2,500,000.00 will be submitted at a later date.
The mission of CHP Homeport Homes, LLC is to create strong communities by developing quality, affordable homes on a cornerstone of dignity, security, and opportunity. CHP Homeport Homes, LLC has demonstrated this by their 38-year history of non-profit housing development in Central Ohio. During this time, they have been part of the development, sale, or preservation of more than 4,000 housing units. Within the American Addition neighborhood in particular, CHP Homeport Homes, LLC has developed and sold single family homes utilizing NSP, Bond, and HOME funds from the City of Columbus. They have been a longtime partner of the City of Columbus in developing safe, affordable housing and making it accessible to low-income residents. The homebuyers will be at or below 120% of the area median income and will be required to complete buyer and financial education courses.
The production of 24 single family homes in the American Addition neighborhood will address the need for affordable housing within the City of Columbus for low-to-moderate income families that are at or below 120% of the Area Median Income limits set by HUD. This project will be an addition to the decent, safe and sanitary housing already located within the American Addition neighborhood. This project will be a landmark, that will introduce the first Zero Energy Ready homes in a predominantly African American community.
