Explanation
Background: This legislation authorizes the Public Service Director to modify a professional services contract with JL Bender Inc., for the renovation of various kitchens for the Fire Division. This contract was originally authorized by Ordinance 0488-01, which passed Council on March 19, 2001. It was modified by Ordinance 2169-01, which passed Council on December 10, 2001, and by Ordinance 1905-04, which passed Council on November 24, 2004.

The first modification involved many changes, including the re-zoning of of the fire stations, the reconfiguration of parking and the manuevering configuration of the site for Fire Station #2, and a complete change of scope for a new roof structure and standing seam metal roof for Fire Station #25. The second modification was a result of time delays necessitating upgrades to design plans and specifications to comply with code changes, updating the equipment to the latest models, and converting several stations to standing seam metal roofs. The current modification is the consequence of moving the design Fire Station for #2's kitchen and roof from the schematic phase to the full design and contract administration phase. An additional six months of construction for Fire Stations #5, 6, 7, 13, 26 and 27 also adds construction management costs to JL Bender, Inc.

The renovation cost for Fire Station #2 is estimated at $820,000.00. This will be bid upon completion of the design.

Emergency action is requested so that the final design can be completed and bids can be received as quickly as possible.

Fiscal Impact: Funds exist within the Fire Division's Capital Bond Fund, Fire Facility Renovations Project for this expenditure. Projects have been reprioritized to accomodate this modification.
