Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to execute a contract with Kokosing Construction Company, Inc., for the construction of the Clintonville Main Rehabilitation Project. This project will repair and rehabilitate approximately 2,798 lineal feet of 24-inch diameter, 6,736 lineal feet of 30-inch diameter, and 3,163 lineal feet of 36-inch diameter sanitary sewer lines, utilizing Cured-in-Place Pipe (CIPP). The work includes cleaning, video inspection lateral sewer reestablishment, bypass pumping, traffic maintenance, open cut point repairs, and other associated work. This project also includes the installation of a small section of storm sewer off of Olentangy Blvd., the closure of DSR 576, a diversion of the Clintonville Main to the Broad Meadows Relief Sewer, a sanitary-to-sanitary relief connection between the Clintonville Main and the Adena Brook Relief Sewer, and the rehabilitation of 57 manholes in accordance with the plans (CC-14497) and specifications. The Director of Public Utilities publicly opened three competitive bid proposals on August 1, 2007. The cumulative results of these bids were: Kokosing Construction Company, Inc. submitted a bid of $2,945,485.58; Insituform Inc. submitted a bid of $2,948,267.20; and Reynolds Inliner submitted a bid of $3,476,826.00. The Engineer's Estimate for this project was $3,404,748.00.

FISCAL IMPACT: This ordinance authorizes the transfer and appropriation of funds from the Sewer System Reserve Fund to the OWDA Loan Fund in order to fund this proposed expenditure. This transaction is a temporary measure that is required until such time as the Department is able to execute a loan agreement with the Ohio Water Development Authority and reimburse the Sewer System Reserve Fund.
