Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a not-for-profit service contract with the Short North Special Improvement District (SID) in the amount up to $25,000.00 for environmental maintenance, supplemental security, improvements, promotions, and member services per the Plan of Service. The City of Columbus agreed to make an annual payment of 10,000.00 for Phase 1 which was 2022 through 2024 per the Plan of Service. The City of Columbus subsequently agreed to make an annual payment of $10,000.00 for Phase II which is 2024 through 2031 per the Short North Plan of Services. The annual payment of $10,000,00 is due for both 2025 and 2026. The Department of Recreation and Parks will contribute an additional $5,000.00 to the contract for cleaning and security services for the Italian Village Park. The City does not currently have the human resources to fulfill the services contemplated by the contract.
This ordinance also authorizes payment of eligible expenses prior to the purchase order, beginning August 1, 2025, for services that have already been provided. Payments will be advanced on a predetermined schedule provided in the terms of the agreement.
EMERGENCY DESIGNATION: An emergency exists in that it is immediately necessary to allow the Short North SID to begin providing the services per the Plan of Services and to provide maintenance services in Italian Village for Recreation and Parks.
FISCAL IMPACT: Funding of $20,000.00 for this contract is included in the Department of Development’s Economic Development 2026 General Fund Budget and $5,000.00 is available in the Recreation & Parks - Italian Village Park special purpose subfund.
CONTRACT COMPLIANCE: The vendor’s contract compliance number is 005609 and it expires on April 2, 2027.
