Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to enter into a professional engineering services contract with the Ribway Engineering Group, Inc. This contract will provide for the preparation of construction plans and specifications for the Chestnut and Sixth Street Combined Sewer Rehabilitation Project. This project will rehabilitate the remaining portions of the Central Relief Sewer in the downtown area of Columbus, that was constructed in 1906, and will include the installation of a connecting 72-inch diameter storm sewer within Naghten Street, turn northward at Cleveland Avenue and terminate at the intersection of Cleveland Ave. and Mt. Vernon Ave. The installation of this storm sewer will allow for the removal of storm flows from the Central Relief Sewer thereby improving the sanitary capacity within this system.
2. PROCUREMENT INFORMATION:
The basis for selection of the chosen professional engineering services firm: The Division advertised Request for Statement of Qualifications (RFSQ's) for the subject services in the City Bulletin in accordance with the provisions of Section 329.13 of Columbus City Codes. Three firms were short-listed and were requested to submit technical proposals for this project. These proposals were reviewed and ranked by a Professional Engineering Services Selection Committee in order to determine the consultant best qualified to provide the services for this project. The Division of Sewerage and Drainage received technical proposals on January 23, 2004 from the Ribway Engineering Group; Burgess & Niple;and E.M.H&T. The committee ranked the proposals on quality and feasibility. After careful consideration, the committee recommended that the Ribway Engineering Group, Inc. be selected to provide the engineering services for these projects, for which the Director of Public Utilities has concurred.
