Explanation
This legislation authorizes the Director of the Department of Finance to appropriate Emergency Shelter Grant funds in the amount of $286,028.00, received from the Department of Housing and Urban Development, for the provision of homeless services and to enter into a contract with the Community Shelter Board, Inc. (Contract Compliance Number 31-1181284) for the administration of the City's Emergency Shelter Grant monies. The application for these funds was approved by council on November 8, 2004 as part of the 2005 City of Columbus Consolidated Plan Action Plan. The Community Shelter Board will disburse the funds to various providers of the services to the homeless, and will monitor those provider activities. The Community Shelter Board has been selected because of their history with the city and the homeless community in the coordination of emergency shelter services as well as the Board's established administrative procedures to effectively implement such services.
This legislation is presented as an emergency so that the homeless services can continue to be provided in an effective and timely manner.
HUD has allocated $286,028.00 in Emergency Shelter Grant funds to the City in 2005. This allocation from HUD represents a $7,889.00 decrease from the approved Consolidated Plan budget. The City also provides funding to the Community Shelter Board from the General Fund and the Community Development Block Grant budgets.
