Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to modify contract DL011992 with Deaf Services Center by adding $50,000 to the existing contract. The new amount will be $95,000. The additional funds will enable DSC to serve additional clients under their current contract with the Deaf Modification Program. The modification to the contract will provide $50,000 from the Community Block Grant Fund for the administrative and equipment costs necessary to eliminate environmental barriers in the residences of low and moderate-income individuals who are deaf or hard of hearing. The Deaf Modification Program will provide grants for communication and adaptive equipment necessary to increase the independence and safety of deaf or hard of hearing individuals in the City of Columbus.
Examples of the equipment to be provided include amplified telephones, communication devices, answering machines, motion detectors, strobes, smoke alarms, bed vibrator, baby monitors, individual alert receivers, carbon monoxide detectors and alarm clocks. The Deaf Services Center will provide equipment to approximately 20 eligible applicants city-wide.
Emergency action is requested to allow this vital program to continue without interruption.
FISCAL IMPACT: $50,000 is allocated from the 2007 Community Development Block Grant Fund for this expenditure.
