Title: To authorize the Director of Public Safety to enter into contract with Motorola Solutions, DBA Vigilant Solutions, for the purchase of commercial license subscriptions to its Crime Search Investigate Module and its Investigative Data Platform as well as two (2) L6Q Quick Deploy License Plate Reader Cameras; to waive the competitive bidding provisions of City Code Chapter 329; to authorize a transfer within the General Government Grant Funds; to authorize an expenditure of $115,550.00 from the General Government Grant Funds; and to declare an emergency ($115,550.00)

Explanation
BACKGROUND: To authorize and direct the Director of Public Safety to enter into contract with Motorola Solutions, DBA Vigilant Solutions, to purchase license subscriptions for the Crime Search Investigate Module and the Investigative Data Platform as well as two (2) L6Q Quick Deploy License Plate Reader Cameras. The commercial LPR licensing subscriptions will enable the LPRs and the Neighborhood Safety Camera systems to continue to work in conjunction with the Shot Spotter program and will help provide vital information from vehicles leaving the areas when the Division of Police is alerted by the Shot Spotter program. The Division of Police currently has LPR's installed on some cruisers and two LPR cameras and poles from a prior grant. Motorola Solutions software and hardware were created to work with the current LPR system and Shot Spotter equipment Police utilizes. With the expansion of the Shot Spotter system, the procurement of the Motorola equipment will enhance Police's ability to respond to emergency situations and increase community safety. The use of this equipment will be in the Linden, Southside, and the Hilltop areas.

Bid Information: Other law enforcement agencies use similar Motorola equipment, which will allow Columbus Police to share important information with the other local agencies as crime often crosses jurisdictional borders. Therefore, the Division of Police is requesting a Bid Waiver in accordance with Chapter 329 of the City Code.

This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
