Explanation

This ordinance amends the current authorized strength, as set forth in ordinance 1241-2007 by increasing the general fund sanctioned full-time uniformed strength of the Police Division by 27 positions. This increase is to provide adequate strength for the next Police recruit class, which is scheduled to begin December 17th, 2007. While the recruit class is one of 50, a strength increase of only 27 is needed as the balance can be absorbed due to recent or upcoming retirements or vacancies.

This ordinance also increases the Police Division's complement of police lieutenants by two (2). This increase is needed to re-create the Patrol Administrative Lieutenant position and to increase the number of lieutenants in the Technical Services Bureau from two to three. Both changes will accommodate intra-divisional promotions.

The request to recreate the Patrol Administrative Lieutenant position is due to the reported success of the division's 2006 Summer Safety Initiative campaign. The re-establishment of this position will enable the division to provide "year round concentration on this most important, successful project."

The request for an additional lieutenant in the Technical Services Bureau is due to its growing workload over the past decade. The division reports that "The increase in job tasks and responsibilities for the [current number of] Lieutenants has grown beyond their ability to efficiently and effectively manageā€¦More attention needs to be given to the technology and facilities sides with another Lieutenant handling the civilian units in this bureau."

FISCAL IMPACT:
A December Police recruit class of 50 is funded in the Mayor's 2008 recommended budget. There is no fiscal impact of this class in 2007. The lieutenant promotions will be absorbed within the division's 2008 appropriation.
