Explanation

This legislation authorizes the Director of the Department of Public Utilities to enter into agreement with the Franklin Soil and Water Conservation District (SWCD), for the purposes of providing funding for the stormwater/subsurface drainage research program, GIS Drainage Mapping Field Verification Project.

City funding, along with matching funds from the State of Ohio, will allow for continued program funding. The results of this program will be very useful to the Division of Sewerage and Drainage in providing better services to City of Columbus customers in the form of investigating stormwater complaints, improved stormwater maintenance services, and properly planning for stormwater system expansions.

The main goals of this program are that the Franklin Soil and Water Conservation District will provide completion of the Drainage Mapping Project for the City municipal boundries that extend into Delaware and Fairfield Counties. Secondly, SWCD will target the remaining portion of the county including the Olentangy and Alum Creek watersheds.

Emergency Designation: Emergency designation is requested so as to meet Franklin SWCD time lines for funding and to receive state matching funds.

FISCAL IMPACT
Budget Amount: The agreement amount is for $62,000.00. The Division has sufficient funds available for this expenditure.
