Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with Complete General Construction Co.; in the amount of $2,197,993.49; to encumber funds with the Transportation Division for inspection, testing and prevailing wage coordination services in the amount of $252,006.51, for a grand legislative total of $2,450,000; in connection with the Cleveland Avenue Area Water Main Improvements Project.
2. CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened two bids on April 11, 2007. Bids were received from: Complete General Construction Co. - $2,197,993.49 and Tata Excavating Co. - $2,252,945.27.
The lowest and best bid was from Complete General Construction Co. in the amount of $2,197,993.49. Their Contract Compliance Number is 31-4366382 (expires 3/1/08, Majority). Additional information regarding both bidders, description of work, contract time frame and detailed amounts can be found on the attached Legislation Information Form.
It is requested that this Ordinance be handled in an emergency manner as this project needs to be completed, so the State of Ohio can pave the roadway before the end of the construction season.
3. FISCAL IMPACT: There is sufficient funding available in the Water Works Enlargement Voted 1991 Bonds Fund.
