Explanation

Background: This legislation authorizes a modification to the agreement with Columbus Urban Growth Corporation, CC #31-1464683 for the Taylor Avenue Roadway Improvements. Columbus Urban Growth is involved in the development of the Taylor Homes Redevelopment project, which could ultimately create more than 100 new or remodeled homes and other improvements. As part of this development, roadway improvements to Taylor Avenue have been determined to be highly desirable. The project limits for this design contract are Taylor Avenue from Mount Vernon Avenue to Maryland Avenue and on Atcheson from Basset Street to Taylor Avenue. (See the attached map.) This project includes brick and concrete sidewalk, curb, landscaping, and pavement work .
The contract modification is necessary to revise the plans to meet the latest standards and specifications issued by the Division of Transportation, to include resurfacing, and to include adjoining work on Emerald Avenue. This modification is an addition to the original scope of services but is a continuation of the existing work being performed and would not be practical to contract this work separately. Columbus Urban Growth has contracted a design firm (Evans, Mechwart, Hambleton, & Tilton, Inc.) to complete the design plans on their behalf.
The original contract amount was for $100,000.00. This modifications is for $55,058.16. The contract amount, including all modifications, is $155,058.16.
Emergency action is requested for immediate modification of the design contract for the earliest possible completion of the design to stay on schedule for construction.
Fiscal Impact: Funds are available for this contract modification in the Voted 1995, Voted 1999 Streets and Highways Fund.
