Explanation
The City of Columbus Division of Police has been awarded FY05 Buffer Zone Protection Plan (BZPP) funding through the Ohio Emergency Management Agency. The BZPP is a U. S. Department of Homeland Security grant program that provides targeted funding through the states to local jurisdiction to protect and secure areas surrounding critical infrastructures and key resources. The purchase of equipment identified and approved by the U. S. Department of Homeland Security in the area Vulnerability Reduction Purchase Plan is intended to extend a zone of protection and reduce vulnerabilities in areas surrounding critical infrastructures and key resources. Items identified for purchase include multiple surveillance camera systems and security bollard packages, night vision goggles, a portable radiological detector and a digital imaging system with x-ray package. Chief of Police, James G. Jackson, is the designated City of Columbus recipient representative to act on behalf of the city as signatory official for this grant.
Emergency Designation: Emergency legislation is necessary to make the awarded funds available to begin the grant project. There has already been one grant end date extension so it is imperative for purchasing procedures to begin at the earliest possible time.
FISCAL IMPACT: There is no fiscal impact for the City General Fund Account. There is no required match for this grant. All appropriated funds will be reimbursed by the grant funded award.
