Explanation
Background
This ordinance will grant permission tot he Columbus Blues Alliance to apply for a temporary liquor permit authorizing the sale of alcoholic beverages at their special event, the First Annual Columbus Blues Festival, to be held July 2-4, 2004.
This organization wishes to sell alcoholic beverages to eligible patrons on a public street and property to be used for the event.
The City of Columbus, acting by and through its Executive Director of Recreation and Parks, is required to grant approval to the organizer of this event so they may obtain the required permit from the Ohio Department of Commerce, Division of Liquor Control.

Title
To authorize and direct the Executive Director of Recreation and Parks to grant consent to the Columbus Blues Alliance to apply for permission to sell alcoholic beverages at their event being held July 2-4, 2004.
Body
WHEREAS, the Columbus Blues Festival will take place on July 2-4, 2004; and
WHEREAS, the sponsoring organization of the event wishes to sell alcoholic beverages at said festival; and
WHEREAS, the City of Columbus' permission to this end is required as it is the property owner involved; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Executive Director of Recreation and Parks be and is hereby authorized and directed to grant consent on behalf of the City of Columbus to the Columbus Blues Alliance to apply for the appropriate liquor permit to enable the non-profit group to sell alcoholic beverages during the hours specified in said permit and at the specified location during their 2004 Columbus Blues Festival.
SECTION 2. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
