Explanation
BACKGROUND: This ordinance authorizes the Department of Technology Director to enter into contract with NetPro Computing, Inc., for the purchase of Active Directory software, license and support, associated with Windows 2000 operating system and an important part of the Windows 2003 server capital project and hardware upgrade. The Active Directory is a repository which collects crucial information about the system's various resources, including its applications, files and printers. It allows managers to share and manage information on network resources and its users thus providing the ability for their most efficient use. It also provides the ability to manage security services for internal desktop users, remote dial-up users and external customers and helps to eliminate redundant management tasks. Without this software and support, the City will have less opportunity to manage and secure Windows user accounts, clients, servers, and applications and is less able to manage its network resources efficiently.
The Department of Technology has an immediate need to waive the competitive bidding provisions of the Columbus City Code 329.27. The Department of Technology tested other products with similar functionality only to find Netpro has all the features required along with the lowest cost.
FISCAL IMPACT: The Department of Technology has not expended any prior year funds toward this purchase and service, provided by Netpro. The expenditure, in the amount of $45,000.00, for this purchase is available within the Department of Technology, Information Services budget.
CONTRACT COMPLIANCE: 860697648 Expires: 08/05/2008
EMERGENCY: There is an immediate need to purchase an Active Directory software from Netpro Computing, Inc. to support routine and daily operational activities.
