Explanation
BACKGROUND: This ordinance authorizes the Director of the Department of Public Safety to expend up to two million dollars for the use of the Franklin County Correction Centers for the housing of City of Columbus prisoners. Franklin County contracts with several local governments, including the City of Columbus for housing of prisoners charged with municipal code violations. The contracts were established under the Ohio Revised Code Section 1905.35. The City of Columbus and Franklin County entered into contract CT-15777 that charges a per diem amount for the housing of City of Columbus prisoners. This contract, signed in 1994 by the County Commissioners and the city, is amended periodically only for per diem increases. This year's per diem rate of $115 per day is an increase of $5 over last year.

Emergency Designation: Emergency designation is needed to ensure the timely payment of an outstanding invoice.

FISCAL IMPACT: This ordinance authorizes the expenditure of up to $2,000,000.00 from the Department of Public Safety's 2026 General Fund Operating Budget to pay Franklin County for the housing of City of Columbus prisoners. Additional funds will be encumbered later in the year if necessary to ensure the availability of funds before the 2027 budget is adopted. The city's cost of housing prisoners with Franklin County was $1,749,357.46 in 2025, $1,701,224.19 in 2024, and $1,636,242.42 in 2023.
