Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to enter into an agreement with R. D. Zande & Associates, Inc. for purposes of providing professional engineering services that are needed for the Southerly Wastewater Treatment Plant Support Facilities Project, for the Division of Sewerage and Drainage. This legislation also authorizes transferring funds from the Sewerage System Reserve Fund to the Ohio Water Pollution Control Loan Fund; and to amend the 2005 Capital Improvements Budget.
The purpose of this project is to provide support facilities needed for maintenance personnel at the Southerly Wastewater Treatment Plant, and will also provide support facilities for inspection and construction management personnel at both the Southerly and Jackson Pike Wastewater Treatment Plants.
2. PROCUREMENT INFORMATION:
The basis for selection of the chosen professional engineering services firm: The Department of Public Utilities advertised a Request for Statement of Qualifications (RFSQ's) for the subject project professional engineering services, in accordance with the provisions of Section 329.13 of Columbus City Codes. Six firms submitted qualifications to the Director of Public Utilities on January 12, 2004 6, 2005 (SEE ATTACHED LEG. INFO). An Evaluation Committee ranked all of the offerrors based upon the criteria specified within the advertised RFSQ. The three, highest ranking firms submitted techinical proposals on July 12, 2004.
These proposals were reviewed and ranked by a Professional Engineering Services Selection Committee in order to determine the consultant best qualified to provide the services for this project. The committee ranked the proposals on quality, feasibility and cost. R. D. Zande & Associates, Inc., was selected to provide the engineering services for this project.
