Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to execute a construction contract and a professional engineering services contract modification in connection with the Bulen Avenue/Sycamore Street Sewer Replacement Project. The construction contract ($1,188,703.33) will be awarded to the Kokosing Construction Company, Inc.; and the professional engineering services contract modification ($102,907.36) will be executed with R. D. Zande & Associates, Inc., in order to provide construction administration and inspection services. This ordinance further authorizes an amendment to the 2003 Capital Improvements Budget in order to accommodate the subject expenditures.

2. CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened two competitive bids that were received on June 11, 2003. These two bidders were the Kokosing Construction Company, Inc., and the Complete General Construction Company, Inc. Contract award is recommended to the lowest, best, responsive and responsible bidder, the Kokosing Construction Company, Inc.

3. PROFESSIONAL ENGINEERING SERVICES MOD. AWARD: This contract was established for purposes of providing construction inspection and administration services for sanitary sewer system projects, and as such it is a planned modification. The costs for this modification are consistent with the negotiated direct labor, overhead, and fixed fee rates established within the original contract. The contract amount including this modification is $722,907.36.
