Explanation
Background: The Public Service Department, Division of Transportation is responsible for installing sidewalk and curb ramps in compliance with ADA regulations. Installation of these ramps in eight locations have caused a change in the water flow leaving ponding at these curbs. This legislation authorizes the City to enter into a contract in an amount up to $181,500.96 for the Curb Ramp Ponding Mitigation, 2006 project and to pay construction inspection costs up to $29,040.00. This construction will mitigate ponding problems at eight intersections as follows (see the attached map):

1. West Broad Street and Jones Avenue
2. West Broad Street and Wisconsin Avenue
3. West Broad Street and Meek Avenue
4. West Broad Street and Chicago Avenue
5. Neil Avenue and Hubbard Avenue
6. Blake Avenue and East Street
7. Parsons Avenue and Stewart Avenue
8. King Avenue and Perry Street

The work involves replacing and replacing asphalt pavement, adding storm sewer pipe and catch basins and other associated work. The estimated Notice to Proceed date is May 1, 2007. This project is to be constructed by June 29, 2007. The project was let by the Transportation Division and was advertised in the City Bulletin, Dodge Reports, and by the Builders Exchange. Five bids were received (four majority, one minority) and tabulated on January 19, 2007 as follows:

Decker Construction Company $181,500.96
Columbus Asphalt Paving , Inc. $194,499.79
The Righter Co., Inc. $212,721.25
Danbert, Inc. $245,410.78
Bale Contracting, Inc. (minority) $272,103.80

Award is to be made to Decker Construction Company CC# 31-0983557 (expiration 1/12/2008), as the lowest, best, most responsive and most responsible bidder.

Fiscal Impact: Funding for this project is budgeted within the Transportation Division and is available within the 1995, 1999 and 2004 Voted Streets and Highways Fund for this work.
