Explanation
NEED: This legislation authorizes a modification to the design contract with Columbus Engineering Consultants, Inc. for the Hilliard-Rome Road Relief Storm Sewer which is one of the Group 4 Relief Storm Sewer and Detention Basin Projects.
This contract modification is necessary in order to comply with changes in Ohio Environmental Protection Agency regulations which now require this consultant to add a Stormwater Pollution Prevention Plan to the completed construction drawings. The consultant must also revise the storm sewer alignment due to the Division of Water's request to change the location of the proposed water line lowering.
EMERGENCY DESIGNATION: Emergency designation is requested for this ordinance because if these necessary changes are delayed, the construction for this project could be set back one construction season (one year).
FISCAL IMPACT: There are sufficient funds and spending authority available for this expenditure. The new contract amount including this modification is $699,651.00.

WHEREAS, it is necessary to modify Contract No. XC818331 to authorize the funds required to allow payment to Columbus Engineering Consultants, Inc. for professional engineering services associated with the Hilliard-Rome Road Relief Storm Sewer Project at the earliest practicable date, and
