Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with CT Consultants, Inc., for professional engineering services for Shattuck Avenue/Clearview Avenue Stormwater System Improvements. This project will mitigate poor drainage along both of these roadways.
2. ENGINEERING CONTRACT AWARD: CT Consultants, Inc., was selected in accordance with the procedures set forth in Columbus City Code, Section 329.13, "Awarding professional service contracts through requests for Statements of Qualifications". Six statements of qualifications were received and opened on July 15, 2005. Requests for Cost Proposals (RFP's) were sent to six firms having the experience necessary to complete the project; CT Consultants, Inc., Dynotec, Inc., URS Corporation, Prime Engineering and Architecture, Inc. Wilbur Smith Associates, Inc., and Glaus, Pyle, Schomer, Burns and DeHaven. All six consultants submitted RFP's on August 11, 2006.
Upon review of the technical proposals, the bidders were ranked using criteria specified in City Code, and more specifically: proposal quality/feasibility, competence to perform required work, project schedule, and location of the workforce.
Based upon these criteria, CT Consultants, Inc., was selected as the highest-ranked bidder. Their Contract Compliance Number is 34-0792089.
3. FISCAL IMPACT: The project is included in the current Capital Improvements Budget. Funding and authority are already present and no additional transfers are needed.
