Explanation
BACKGROUND: This legislation authorizes the partial cancellation of an existing Purchase Order so that the unspent balance of Neighborhood Stabilization Program 1 (NSP1) grant funds may be reallocated for use in the NSP1 Program. This legislation also authorizes the expenditure of $14,000 within the General Government Grant Fund for loans and grants to eligible projects and activities associated with the NSP1 Program and $30,000 to modify and increase property maintenance contracts with The Shining Co. and JRED Services. The remaining $35,000 will be allocated for future contracts for property maintenance services at which time legislation will be submitted to Council for approval.
This ordinance is submitted as an emergency so funding obligations and expenditures can be made prior to the end of the grant period of March 2013 as mandated by the City's NSP1 Grant Agreement with the U.S. Department of Housing and Urban Development.
FISCAL IMPACT: Funding is available through the cancellation of $79,000 from Purchase Order EL010703.
