Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to modify the professional engineering services agreement with R. D. Zande & Associates, Inc., for the Southerly Wastewater Treatment Plant Digester Rehabilitation Project for the Division of Sewerage and Drainage. Engineering services for this project are being funded incrementally by contract modification as portions of the work are undertaken to advance the project through planning, engineering design, and construction of facilities. The Division has determined that these services cannot be performed by City personnel at this time, and has planned for the procurement of these services on a routine basis.
The contract modification now proposed primarily provides funding for technical, field, and construction management services now needed during construction. It also provides for additional design tasks that became necessary in the course of design development and revision to incorporate best current practices in the design for construction. These are planned continuations of services, which were included in the original contract's scope of service, but which are now due for funding. The cost of the modification is a continuation of the vendor's current pricing structure, as verified by City staff. Barring unexpected delay or problems in the construction phase, this is expected to be the final modification for this contract.
2. FISCAL IMPACT:
The Division will be receiving financial assistance for the project via an Ohio Water Pollution Control Loan Fund loan from the Ohio Water Development Authority. The Division has included requests for the necessaary amendment of Capital Improvement Budget (CIB) authority, and for the appropriation of loan proceeds, in companion legislation hereto, Ordinance No. 2180-2005.
