Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with Columbus Asphalt Paving, Inc. in the amount of $464,549.10; to encumber funds with the Transportation Division for inspection/testing and prevailing wage coordination services in the amount of $71,000.00; to authorize the City Auditor to transfer a total of $535,549.10 from the Storm Sewer System Reserve Fund to the Storm Sewer Bond Fund; and to amend the 2003 Capital Improvements Budget; all in connection with the Foster Street Stormwater System Improvements Project in the amount of $535,549.10.
2. CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened seven bids on February 4, 2004. These bids were received from Columbus Asphalt Paving, Inc.; Darby Creek Excavating; Storts Excavation, Inc.; Complete General Construction Co.; Law General Contracting; McDaniels Construction Corp.; and George J. Igel & Company, Inc. The lowest bid was from Columbus Asphalt Paving, Inc.; 31-0857095; $464,549.10.
3. EMERGENCY DESIGNATION: The Division of Sewerage and Drainage is requesting City Council to designate this ordinance an emergency measure in order to allow for the immediate commencement of these urgently needed stormwater infrastructure improvements. This project is located adjacent to Bishop Watterson High School, and is scheduled to begin at the end of the 2003-04 school year. All work must be completed by August 18, 2004.
4. FISCAL IMPACT: The Division is requesting an amendment to the 2003 Capital Improvements Budget for purposes of establishing sufficient budget authority for this expenditure. In addition this legislation includes the transfer of storm sewer reserve funds as a temporary funding measure until such time as the proceeds from a bond sale can be made available.
