Explanation
BACKGROUND: This ordinance authorizes the Public Service Director to modify and extend lease agreement CT-00796R between the Facilities Management Division and the non-profit organization, Child Development Council of Franklin County, Inc., for space located at 475 Elwood Avenue. The Child Development Council of Franklin County, Inc., is a non-profit organization and uses this building as a day care and Head Start facility for the community. Ordinance No. 0820-00, passed April 10, 2000, authorized the original lease agreement. This is the second renewal option. The term of the lease is June 1, 2003, through May 31, 2004.
EMERGENCY action is requested so that the lease can continue without interruption.
FISCAL IMPACT: Facilities Management receives $1.00 per year under the terms of the lease agreement, with proceeds made payable to the City Treasurer in the General Fund.

To authorize the Public Service Director to modify and extend a lease agreement for the Facilities Management Division with the Child Development Council of Franklin County, Inc., for space located at 475 Elwood Avenue, to authorize the City Treasurer to accept payments as called for by said lease, and to declare an emergency.

WHEREAS, the Child Development Council of Franklin County, Inc., operates a day care center at 475 Elwood Avenue, and
WHEREAS, the City leases said real property for one dollar a year, and
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Facilities Management Division, in that it is immediately necessary to authorize the Public Service Director to modify and extend a lease agreement with Greater Child Development Council of Franklin County, Inc. for space located at 475 Elwood Avenue, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
