Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with P.B. Americas, Inc., for professional engineering services for Parklane Avenue Stormwater System Improvements. This project will mitigate poor drainage along both of these roadways.
2. ENGINEERING CONTRACT AWARD: P.B. Americas, Inc., was selected in accordance with the procedures set forth in Columbus City Code, Section 329.13, "Awarding professional service contracts through requests for Statements of Qualifications". Thirty-nine statements of qualifications were received and opened on July 15, 2005. Requests for Cost Proposals (RFP's) were sent to five firms having the experience necessary to complete the project: Barr & Prevost, DLZ Ohio, Inc., Resource International, R.D. Zande & Associates, Inc., and P.B. Americas, Inc. All five consultants submitted RFP's on August 11, 2006.
Upon review of the technical proposals, the bidders were ranked using criteria specified in City Code, and more specifically: proposal quality/feasibility, competence to perform required work, project schedule, and location of the workforce.
Based upon these criteria, P.B. Americas, Inc., a majority company, was selected as the highest-ranked bidder. Their Contract Compliance Number is 11-1531569 and is good through February 2008.
3. FISCAL IMPACT: This legislation includes a transfer within the Storm Sewer Bonds Fund to provide sufficient funding for the project, as well as an amendment to the 2006 Capital Improvements Budget to provide sufficient budget authority.
