Explanation

BACKGROUND: The Columbus Health Department has been awarded grant funds from the Franklin County Board of Health for the Project Love County Project. This ordinance is needed to accept and appropriate $60,000 for the period September 16, 2003 through September 1, 2004. The funds from the Franklin County Board of Health provide reimbursement to the Health Department's Immunization program for strategies developed to increase public awareness and immunization rates within Franklin County. These strategies are intended to protect against outbreaks of infectious diseases, including influenza and Severe Acute Respiratory Syndrome (SARS).

This ordinance is submitted as an emergency to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.

FISCAL IMPACT: The Project Love County Project is funded through a grant award received from the Franklin County Board of Health. No City match is required.

WHEREAS, $60,000 in grant funds have been made available from the Franklin County Board of Health for the Project Love County Project; and,

WHEREAS, this ordinance is submitted as an emergency to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management; and,

WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to accept this grant from the Franklin County Board of Health and to appropriate these funds to the Health Departmen...
