BACKGROUND: The purpose of this legislation is to authorize the Director of Finance and Management to enter into a lease agreement for food concession services at the Health Department. Connie Penn, dba Sister's Grill on Wheels, and James Tucker, dba Taste N-See Cafe will lease space at the Health Department facility located at 240 Parsons Avenue for $1.00 for the purpose of providing food concession services to the staff and public.
