Explanation
BACKGROUND: This ordinance is to authorize the Executive Director of the Civil Service Commission to enter into a payment-for-services agreement with the Columbus City Schools to provide class plan maintenance, applicant testing, appeal board, and related services to the district for its classified personnel in accordance with Ohio Revised Code Sections 124.011 and 124.54; and to declare an emergency.
FISCAL IMPACT: Funding for a substantial portion of Commission staff time associated with the provision of the required services is currently available in the Civil Service Commission’s 2016 general fund budget. As of July 1, 2016, the Commission will begin recouping costs for provided services by billing Columbus City Schools each month for time/expense.
EMERGENCY DESIGNATION: Emergency legislation is requested in order that the payment-for-services agreement referenced herein may be quickly executed, thereby enabling the Columbus City Schools to appropriate, as part of their July 1, 2016 through June 30, 2017 budget cycle, funds for payment to the Civil Service Commission for any services provided beginning July 1, 2016.
