Explanation
BACKGROUND:
This ordinance authorizes the Director of the Department of Technology, on behalf of the Departments of Public Utilities (DPU), Human Resources (HR), and all other city departments, to enter into a contract with Cornerstone OnDemand, Inc., in the amount $238,604.19 for the city's learning management system (LMS) annual hosting fee.

The term for the Cornerstone learning module is 12/15/2023 through 12/14/2024.

The original contract was first authorized under ordinance 2490-2015 passed by City Council on December 7, 2015 (EL017777), and most recently under the authority of Ordinance No. 2865-2022, passed on November 14, 2022 through purchase order PO358716.

This software is used by Public Utilities to manage the necessary training for Public Utilities staff. In many cases there are Environmental Protection Agency training requirements that if not completed, could result in fines. Human Resources uses this software to manage the necessary training that is mandatory across all city departments and offices.

The city's Learning Management Software System (LMS) is a proprietary system from Cornerstone OnDemand, Inc., as such, the city must purchase annual hosting support and maintenance services from Cornerstone OnDemand, Inc. This ordinance is being submitted in accordance with the provisions of sole source procurement of the City of Columbus Code, Section 329.

EMERGENCY DESIGNATION:
Emergency designation is being requested for this ordinance so that the purchases described here, important to the city’s daily operations, occurs at the earliest possible date to ensure that these services are not interrupted.

FISCAL IMPACT
Funds for this contract are available and budgeted in various direct charge allocations in the information services operating fund. A small portion of the cost of this contract is being borne by DoT’s information services operating budget and will be billed back to user divisions where applicable.
