Explanation
Background: The following is an ordinance to authorize the City Attorney to acquire permanent and construction easements, contract for professional services, and to expend the monies for payment of acquisition costs in connection with the Southard and Fornoff Stormwater Improvement Project.
Fiscal Impact: The Department of Public Utilities, Division of Sewers and Drains, has determined funding for this project will come from the Storm Sewer Bond Fund. The legislation includes a transfer of funds within the Storm Sewer Bond Fund and an amendment to the 2007 Capital Improvements Budget to allow sufficient cash and authority in the proper account for this project.
Emergency action is requested to allow the City Attorney's Office, Real Estate Division, to immediately begin those acquisitions necessary to this project, so that construction of the improvements can proceed as currently scheduled.

WHEREAS, the City of Columbus is engaged in the Southard and Fornoff Stormwater Improvement Project; and
WHEREAS, it is necessary for this Council to authorize the City Auditor to transfer funds within the Storm Sewer Bond Fund; and
WHEREAS, it is necessary to authorize an amendment to the 2007 Capital Improvements Budget for purposes of providing sufficient budget authority for the aforementioned project expenditure; and
