Explanation
1. BACKGROUND
This ordinance authorizes the Director of Public Utilities to enter into a professional services contract through the City’s RFP process with Evans, Mechwart, Hambleton & Tilton, Inc. (EMH&T, Inc.) for the Argus Road Area Water Line Improvements project, CIP No. 690236-100169, in an amount up to $474,249.56.

The intent of this project is to construct necessary improvements to the water distribution system in the Argus Road Area. The improvements identified in the scope of work will replace or rehabilitate water lines that have high break histories and require frequent maintenance. This project includes replacing or rehabilitating approximately 12,730 linear feet of 2-inch, 6-inch and 8-inch water lines and transferring existing services. The streets include Alton Avenue, E. 11th Avenue, Stelzer Road, E. 5th Avenue, N. James Road, Belmar Road, Peace Place, Schaaff Drive, Garywood Avenue, Janwood Drive, Argus Road, Selkirk Road, Eastmoor Blvd, E. Fulton Street, E. Mound Street, and Ruby Avenue.

This project is located within the following Community Areas:
1. Mid East (57)
2. East Columbus (50)
3. Airport (51)

TIMELINE: The duration of the design phase is estimated to take 12 months. The contract will be effective from the time the consultant is authorized to begin work on this contract until the construction work is complete and accepted by the City.

ESTIMATED COST OF PROJECT: The negotiated amount and proposed award amount is $474,249.56, including a 15% construction contingency amount that will be utilized to fund needed and approved changes in the work. No contract modifications are anticipated at this time; however, design exigency might later compel modification of this contract, if unforeseen difficulties are encountered.
