Explanation

Background: This legislation authorizes the Finance and Management Director to enter into a professional services contract for the Office of Construction Management with Schooley Caldwell Associates for the renovation of two conference rooms and an office within City Hall, 90 West Broad Street. The design services are needed in order to convert the Mayor's current conference room into an office, to renovate the existing Council Conference Room for use by the Mayor's Office and to create a new conference room for City Council in the northwest corner of City Hall, Second Floor. The Mayor's current conference room is too small to conduct most necessary meetings and lacks the proper level of technology. The City Council conference room is also lacking in necessary technology.

Requests for Statements of Qualification were formally advertised and returned on March 11, 2008. The City received two proposals, from Schooley Caldwell Associates and Meyers Associates. However, Meyers was ruled non-responsive. A five-person committee evaluated the proposals, consisting of two members from the Office of Construction Management, one member from the Mayor's Office, one member from the Technology Department, and one member from the Equal Business Opportunity Commission Office. The committee agreed the proposal submitted by Schooley Caldwell Associates demonstrated the best understanding of the project. The Finance and Management Director agreed with this assessment.

Emergency action is requested so that the needed design can be completed as soon as possible, thereby allowing the Mayor's Office and City Council to complete the necessary renovations in a timely manner, in order to better serve the public.

Fiscal Impact: The total amount of this contract is $86,000.00. The base contract is $80,000.00. The additional $6,000.00 is for necessary allowances. Sufficient funding is available in the Construction Management Capital Improvement Fund.
