Explanation
BACKGROUND: Ordinance 0165-2023 authorized the City of Columbus to enter into a Grant Agreement with the State of Ohio to accept $500,000.00 in U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant CARES Act (CDBG-CV) funds for the purpose of granting to a local non-profit providing harm reduction services.
This ordinance is necessary to authorize a return of $15,000.00 to the State of Ohio from the awarded $500,000.00. The City budgeted $15,000.00 of the $500,000.00 award for City staff expenses related to administering the grant. The City initially drew down $15,000.00 to cover anticipated administrative expenses associated with the project. Upon final project review, the City determined that the $15,000.00 drawn for administrative costs was ultimately unneeded and remains unexpended. Therefore, the City is required to return these funds to the State of Ohio.
FISCAL IMPACT: This ordinance authorizes the expenditure of $15,000.00 from the Community Development Block Grant (CDBG) fund to return funds back to the State of Ohio.
