Explanation

The purpose of this legislation is to authorize the Director of Public Utilities to modify and increase a service agreement with Ohio Mulch Supply Inc. for the purposes of providing Yard Waste and Log Grinding Services for the Division of Sewerage and Drainage, Compost Facility. The contract is for one year expiring on January 31, 2006 and includes contract language of extending the contract period for two (2) additional years on a year to year basis.

Currently the Compost Facility has a Universal Term Contract that provides the purchase of woodchips to be used as bulking agents for composting. This service contract will be an alternative source for bulking agents. The awarded supplier will grind up yard waste and logs that have been delivered to the Compost Facility by various means. The amount requested on this legislation is the estimated value based on the volume of grinding services that is expected at the Compost Facility in the Fiscal Year 2005.

The Director of Public Utilities opened formal bids on September 29, 2004. Four (4) bids were received. Bid specifications included quantities used for determining lowest and best bid. A tabulation of those bids follows:

The apparent low bidder, Kurtz Brothers, was deemed non-responsive to the specifications. All bidders were required to submit samples of logs they ground into wood chips with their proposed equipment. The end product produced by Kurtz was 70% sawdust size material and only 30% of the log was turned into chips. The specifications called for ground wood waste not to exceed 50%. Kurtz's ground wood waste was 70%.
